Chairperson - Institutional Assessment, Governance, PFM and Policy Reform

Raghav, holds 35 years of development sector experience from several countries of South, Southeast Asia, Asia Pacific, and Africa. His areas of expertise include Governance, Health, Education, Public Fiscal Management (PFM), and Employment sector reforms. His work associations include multilateral agencies like WB, UNDP, WHO, WFP, UNFPA, EU, Bilateral agencies (DFID, SDC, CIDA and others), and other international development agencies. Country Program evaluations, policy review, socio-economic analysis, Comprehensive Impact evaluations of governance reform and economic development interventions have been the major involvement areas of Raghav. Raghav has also worked extensively with the civil society sector for organizational capacity building and delivery efficiency. Capacity building on development management is another area of expertise of Raghav over a long work experience on this. He has been serving as one of the Board of Directors for Dhulikhel Hospital of Nepal since 1996 and contributing strategically to shape the hospital a ‘center of excellence.’

Managing Director - Election, Governance and Democracy

Ramesh, a Board Director of DECC-International, is a senior governance and democracy expert with over three decades of experience spanning policy, practice, and applied research. He holds an MSc in Regional and Rural Planning from the Asian Institute of Technology, Thailand, an MA in Geography, and an LLB from Tribhuvan University, Nepal, and is a registered lawyer with the Nepal Bar Association. His expertise includes leading Political Economic Analysis ( PEA) for USAID's Democracy, Human Rights, and Governance assessments in Nepal (2012 and 2017), designing parliamentary support programs in Nepal and Sri Lanka, and managing multimillion-dollar USAID projects on elections, political processes, and local governance. He has provided strategic advisory on federalism rollout, digital governance, and localization across Nepal, Afghanistan, and Sri Lanka, collaborating with organizations like USAID, UNDP, DANIDA, Action Aid, ADB, SDC, DevTech System Inc., WSP, IDI, Helvetas, and the Asia Foundation. Recognized with awards such as the 2023 Foreign Service National of the Year and the 2018 Distinguished Foreign Service National Award from USAID, Ramesh has contributed to over 200 workshops, training, and evaluations, fostering institutional growth and democratic reforms in South Asia and beyond.

Director - Development Research and Evaluation on Nature, Climate and Energy

Dhruba, a Board Director of DECC-International, is a senior development and research professional with over three decades of experience spanning policy, practice, and applied research. He holds a doctorate in Disaster and Climate Governance and is affiliated with leading academic institutions, including Yale University, Western Sydney University, and Monash University, where he actively mentors emerging scholars and contributes to evidence-informed development policy. He brings deep expertise in evaluations and applied research across natural resource management, disaster risk reduction and resilience, climate change adaptation and mitigation, renewable energy, biodiversity conservation, wetlands and land degradation management, and marine resource governance. Over the course of his career, he has contributed to more than 200 evaluations, with his work recognized through prestigious awards, including the International Climate Initiative/RARE Prize (2017), the Adaptation-at-Scale/DfID Award (2016) with the National Disaster Risk Reduction Centre (NDRC), and the UNDP Equator Award (2014) with the Alliance for Integrated Development. Dhruba’s portfolio includes assignments funded by major international development partners, notably UN agencies (including UNDP, UNICEF, and UNESCAP), GEF, GCF, the World Bank, USAID, DANIDA, FCDO/DFID-UK, DFAT-Australia, MFAT-New Zealand, the European Union, ADB, NORAD-Norway, SDC-Switzerland, JICA and KOICA. Geographically, he has worked across 23 countries in Asia and the Pacific, while also providing remote technical leadership and advisory support to initiatives in Asia, the Pacific, the Caribbean, the Middle East, and Africa.

Binod, a Board of Director of DECC - International, is a development and research professional with more than 25 years of experience, including over a decade of international work in project cycle management, results measurement, evaluation, and learning. He holds a PhD in Development Studies, complementing extensive thematic expertise across forestry, biodiversity conservation, protected area management, climate change adaptation and mitigation, eco- tourism, agriculture, sustainable resource management, human migration and mobility, and labor standards. He has also built a strong portfolio in program evaluation, capacity development, and private-sector engagement—supporting sustainable supply chains, energy- efficiency initiatives, and corporate environmental and social monitoring frameworks. He has contributed to and reviewed a wide range of funding proposals and provided technical and policy support across the forestry, agriculture, tourism, and construction sectors. His work includes designing MEAL systems, leading assessments, and producing knowledge products such as policy briefs, working papers, and success stories. He has extensive experience supporting governments, development partners, and private companies in program design, implementation, monitoring, and reporting. His portfolio includes assignments funded by major international agencies such as ADB, BHA/USAID, DANIDA, FCDO/DFID-UK, DFAT-Australia, the European Union, GEF, NORAD- Norway, SDC-Switzerland, Sida-Sweden, the U.S. Department of State and UNDP. Geographically, he has worked directly in almost two dozen countries across Asia and the Pacific and has provided remote technical support to many countries in Asia, Pacific, Middle East, and Africa.

Director - Inclusive Growth, Private Sector Development, Humanitarian assistance and Peace Building

Heema, a Board Director of DECC-International, is a senior development practitioner with over 25 years of national and international experience with UNDP, ILO, Oxfam GB, GIZ, and FCDO across Asia-Pacific, the Middle East, and Africa. Her expertise encompasses economic development, private sector and MSME development, financial inclusion, value chain development, livelihood and employment generation, inclusive and green growth in both development and fragile contexts. She has designed and led large-scale programs in Nepal, Afghanistan, Yemen, Tajikistan, Lao PDR, Zimbabwe, Tanzania, and Nigeria, and has contributed to high-level policy processes related to the 2030 Agenda for Sustainable Development, Financing for Development, employment creation, inclusive growth, and the integration of economic cooperation into national planning processes and policy frameworks. She also brings strong expertise in humanitarian–development–peace (HDP) nexus programming. A results-driven and analytically rigorous professional, Heema has extensive expertise in organizational leadership, institutional transformation, capacity development, and policy advocacy, particularly in the sector of economic development, inclusive growth, women and youth economic empowerment, and private sector development. She is highly skilled in program design, impact evaluation, strategic communication, and gender-responsive and conflict- sensitive approaches, with a proven record of strengthening partnerships and institutional performance. She holds a Master’s Degree in Sociology and is trained as Oxfam GB’s Global Gender Leader.
