Dr. Ghimire is an experienced former Secretary to the Government of Nepal with a demonstrated history of working in public sector management and governance reforms. He served in the Nepalese public service as a Commerce Secretary, Finance Secretary and Revenue Secretary. He also worked as a Secretary at the Office of the President, Office of the Prime Minister and Council of Ministers and the Commission for the Investigation of Abuse of Authority (CIAA). He also worked in three of the seven provinces of Nepal as a Principal Secretary and Province Secretary. As a seasoned professional, he brings a wealth of expertise in a variety of critical areas, including economics, public finance, financial management, public policy management, bilateral and multilateral trade, supply chain management, labour relations and social security, migration governance, tourism and hospitality management and, above all, public sector management and governance reforms. He is adept at development planning, policy and program evaluation and, possesses a strong acumen in foreign aid management and economic analysis. He is keenly interested in evidence-based policy making and political economy approach to policy implementation and governance reforms. He is a qualified scholar with a multidisciplinary academic background in economics, law, public administration, and development studies. Holding three bachelor’s degrees (Economics, Law, and Education) and three master’s degrees (English Literature, Public Administration, and Development Studies) from Tribhuvan University (Nepal) and the International Institute of Development Studies (The Hague, Netherlands), he further pursued a PhD from the Australian National University (ANU), Canberra, Australia.
